ABSTRACT
This
study attempted to examine the computer programmes in teaching Oral English in
Junior Secondary School with computer assisted language learning programs
(CALL) with a view to improving students’ achievement in English Instruction
(CELI). The study also attempted to find out the effectiveness of the use of
Educational Computer programmes in the teaching and learning of English
language. The sample of the study is made up of
ten selected secondary schools  in
Ado local government  area Ado Ekiti.  The population of the study  included
students in junior secondary schools II and III both private and
government secondary schools. Students’ and teachers’ evaluation questionnaires
were used as the instrument.  Findings
reveals that teachers are aware of the immense benefits of computer programmes
in teaching English. Based on the findings, some recommendations are made.

CHAPTER ONE
INTRODUCTION
Background of the Study
English language is not only Nigeria’s
official language but also the language of instruction and reference,
throughout the entire educational system. According to Babajide, English
language has not only been a central subject in schools, colleges and
universities, it also has been gaining increase in the day-to-day human
activities worldwide. Thus, competence in English language assumes great
importance for students as it directly affects the level of progress attainable
irrespective of aptitude in their particular fields.
Okonkwo and Okpara (2007) posit that
competence in English language is an essential pre-requisite for educational
and career success. As an official language in Nigeria, English is used for all
government transactions both oral and written and it is one of the languages in
which information is stored and retrieved from computer, hence it is important
that the language is well taught.
To teach is to help someone acquire
skill, attitudes knowledge, appreciate information or ideas. It includes
provision of conditions that can promote the building of attitudes, skills,
development and other aspects of learning. In the teaching learning process,
both the teacher and leaner must be active.
Purpose of the Study
The purpose of this research is to
investigate the utilization of computer programmes in teaching oral English. It
also seeks to study the effectiveness of
computer programme in the classroom by the oral English teacher.
        The
WAEC Chief Examiner report on the May/June 2012 as contained in Okafor (2011)
stated that many students fail English language because of inadequate mastery
of English language grammar, which manifests itself in many forms: bad
grammars, lack of coherency in essays, rough expression of ideas. Evidences
abound that the average Nigerian student manifests significant grammatical
incompetence and that students upon leaving school nowadays could not
articulate sound communication, reading, writing, intellectual and information
processing potentialities, which are essential English language skills.
Statement of the Problem
          Given the technological advancement of
Nigeria and awareness in the use of computer programs to enhance teaching and
learning generally, many junior secondary schools procured computers for use in
technology, but having computer is one thing, utilizing it for teaching and
learning is another. This study therefore evaluated the use of computer
programme in the teaching and learning of oral English in Junior secondary
schools in Ado-Ekiti.
Significance of the Study
It is hoped that the study will
provide information on the extent to which the use of the computer in English
language instruction is being achieved to highlight the potential of computer
in language teaching. The study will equally serve as a document that could be
consulted by those charged with educational responsibilities when planning for
future actions on computer education in Nigeria schools and it will further
stimulate research and or discussion on the issue of computer education
implementation at Junior Secondary level.
Research Questions
Do teachers use computer to teach oral
English or English language?
How effective is the use of computer
programme in classroom teaching of English language?
          What are the constraints associated
with the effective use of computer programs in the teaching and learning
English language?
Is there any difference in the
attitude of male and female students towards the use of computer programs in
the teaching and learning of oral English, in English language?
Delimitations of the Study
This study focuses on the effect of
educational computers programs on the teaching of oral English in junior
secondary school. It stresses the effect of use of computer on Nigeria students
on teaching and learning English language.
          The study involved junior secondary
schools in Ado-Ekiti, Ekiti State. It is the evaluation of how computer
programs are used in teaching and learning of oral English at all levels.
