CHAPTER ONE
INTRODUCTION
Background of the Study
Could there be any meaningful transformation programme, structural adjustment programme and many point agenda in the absence of education imperative in a country? Education, the process that involves all round development of cognitive, psychomotor and affective ability of individuals in the society in order to promote the advancement of the individuals, society and the world at large should not be relegated to the background in whatever manner. The cacophony between the central authority and the staff unions should not be extended to the point of jeopardizing the success of our education system which will in turn have undesirable effects on the academic achievement of the students. Bearing in mind, no nation can develop beyond the capacity of her citizens. Staff industrial actions in Nigeria University, Polytechnic and College of Education systems have become the common phenomenon with the detrimental effects on the academic commitment and success of Nigeria students
Aside the bad reputation the strikes conferred on Nigeria education system; delayed and extension of duration of students in school in the face of age sensitive or discriminating Nigeria labour market which plummet the economic value of the graduates in Nigeria labour market. And, unjust compression of the syllabus and academic calendar which deprived students of adequate academic preparation and eventually have undesirable effects on the students achievement of educational objectives as laid down in the prescribed curriculum which paved way for the production of half baked graduates by Nigerian tertiary institutions is of great concern to the study at hand. In view of this, the specific objective of this investigative study is to determine the repercussion effect of 2013/14 staff union strike action on the academic performance of the students of University of Lagos, Akoka, Nigeria and to proffer the policy prescriptions that would mitigate this undesirable incident in Nigeria education system.
Furthermore, the students’ circumstances associated with the strike action of academic staff union by being at the receiving end because their educational success had always been in jeopardy whenever there was strike action justified the investigative attention paid to this study in one hand. At the other hand, out of all the related existing studies, no one has its focus as University of Lagos, Nigeria, one of the great citadels of learning in Africa (Edinyang and Ubi, 2013 Ige Akindele, 2014; Osuorji and David 2014; Michael Baker, 2013; Olaniyi and Aina, 2014, Ayeni and Kolawole, 2014; Olupaimo, 2014; Olusegun Ajayi, 2013 etc). Moreover, to the best of researchers’ knowledge, the methodology of analysis of these existing related researches apart from few like Michael Baker, (2013) and Gabbrielle Wills (2014) that focused on primary school in Ontario, Canada and South African Primary Schools respectively were adjudged inappropriate because of subjectivity inherent in the responses in their various instruments hence such methodology suffered respondents’ bias. From the point of view above it has been discover that strike action affect the academic performance of students hence there is need to look at the impact of industrial action on the academic performance of students in secondary schools.
Statement of the Problem
Any nation that desires rapid development in all its ranification would neither despite nor neglects her educational sector. This is because education is an essential tool for achieving social, economic and political development of any nation. Ondo state has always placed high premium on the educational development of its citizenry. There is no gain saying in the fact that any nation or staff that toys with it future growth and development state of our educational development calls for a sober reflection because persistent crisis often affect the management of secondary schools in the state. The quality of education service has suffered serious setback in the past few years. School buildings are dilapidated, furniture equipment and other educational materials are inadequate or non-existent in some cases. Also some negative human factors are contributory to the falling standard of education generally, the government has therefore decided to take the bull by the horn by taking concrete steps towards salvaging the education sector from total collapse. Purpose of the Study
The broad objective of this study is to examine the effect of industrial strike on academic performance of secondary school students in Ondo State. Basically the study we seek to:

  1. Determine the effects of industrial strike action on students’ academic performance?
  2. Highlight various causes of industrial action strike action?
  3. Determine the possible ways of minimizing the effects of industrial strike on student’s academic performance?

Research Question

  1. What are the effects of industrial strike action on students’ academic performance?
  2. What are the causes of industrial action strike action?
  3. What are the possible ways of minimizing the effects of industrial strike on student’s academic performance?
  4. What can be done by government to reduce the incessant strike action to the barest minimum?

Significance of the Study
In order to meet the demand of people, a new policy of education was made by the federal and state government to educate as many Nigerians as possible between 1980 and up to date. This led to the increase in the number of enrolment of students in the secondary schools without adequate increase in the provision of instructional and physical facilities such as building, laboratories equipment, furniture and conclusive learning environment and their maximum utilization for achieving posture result in any educational programme.
As a result, greater attention would need to be given to the training of education administrators who can be trained with the effective management of human being and who possess a very clear understanding and appreciation not only of school as a social institution but problems of behavior and enrolment.
The study will also provide a framework for both government and staff to settle any dispute amicably without affecting secondary schools programme to limit the extent in which industrial crisis affects the social and economic standard of the state and nation.
Furthermore, it is also going to put an end to the negative effect of the crisis is having on students and management of the school in order to improve and achieve the research progress in which secondary schools are established to achieve.
Definition of Terms
The following terms are used in the study and their operational definitions shall be given below:
Industrial Crisis: Industrial crisis can be defined as a sort of disagreement that arises between employer and employed within an organization. If may be a sort of disagreement within the worker in an establishment.
Management: A process of application of techniques, knowledge and skills to ensure effective use of resources for achieving organizational goal or objectives.
Schools Management: School management is the co-ordination of all school activities which professionally it involves planning budgeting, directing organization and coordinating.
Administrators and Principals: A school Administrators or Principal is a person who is at the overall affairs in a secondary institution. He/she directs, coordinators and supervise the activities of his/her subordinates both teaching and non-teaching.
Efficiency: This speaks of how the school plant items are being used in relation to educational objectives.

Effectiveness: This refers to the degree of which school plant is used to achieve the desire outcomes in school.
School Plant: This includes what is summed up as the physical environment of the school. That which makes the school look unique as a place of formal institution. School plants speaks of site, ground, building, furniture, school layout (arrangement of building lawns, flower) laboratory equipment and other consumable and non consumable supplies that are used for achieving instructional and educational objective.
Conflict: it is the result of contraventions of agreement and the interference of action in a social system.
Control: Control is defined as that of the management’s process which maintain organization actively within allowable limits as measured from expectation.
